Most versions of this representation of Justice shows the woman wearing a blindfold - this I assume is to mean that Justice is impartial. However this figure has no blindfold but appears to be gazing down below - maybe on the English administrators who first populated Dublin Castle.

In the centre of each of the scales of Justice there's a hole drilled to let the rainwater run off. This is to ensure that the scales don't physically tilt upsetting the equilibrium.

The scales apparently represent the weight the arguments for the prosecution and the defence. I assume this is where the phrase "weighting up the evidence" comes from - Yes, I'm guessing here... but it sounds like a reasonable proposition...
